The only thing we love more than a man in uniform is a man OUT of his uniform. And, face it, only a Navy officer will do. Who else gets to wear white? Or sports razor sharp creases in their narrow-waisted pants? Who else but a Navy man is most likely to rise up from the depths of a Pacific sea, muscled torso streaming with water? And what other branch of the armed forces primes their men by shipping them out to sea for months, hundreds of miles from any women, while they grow ever hotter under the steamy tropical skies? So get our your suntan lotion, ladies. Choose the perfect beach for your favorite fantasy setting. Because this month we bring you the star of T.V.'s JAG, David James Elliott -- a seaworthy dream boat if ever we saw one.

Tart City is once again proud to feature a Northern import as our Man of the Month. If we keep this up, women will be flooding the Canadian border in search of their own personal, er, Mounties. But that's okay with us: we'll take any excuse to keep warm, including cold weather.

This month we're taking time out to drool on the assorted uniform(s) of one David James Elliott, a nearly 40-year old hunk of burning love from Ontario, Canada. DJE - as all true aficionados refer to him - started life as a musician, was too smart to stay one, and ended up not only an actor, but a pretty damn respectable one, too, with mucho classical credits and awards from such prestigious organizations as the Stratford Shakespearean Festival.

He started his television career on CBS's Street Legal in the late 1980's, earning a fair amount of fame in Canada before moving to Los Angeles in 1990 to try his hand at Hollywood.

What started out as a lean decade picked up steam when he landed a co-starring role in The Untouchables syndicated series, stood out in a string of made-for-television movies, and made guest appearances on such programs as Seinfeld, Melrose Place and Knot's Landing.

He broke out from the pack in 1995, when he landed the role of Commander Harmon Rabb, Jr.  -- Navy lawyer, fighter pilot and all-around hunk -- on the hit CBS series JAG. Our man DJE is a hit as well. Why, he's even been in People magazine. His acclaim hits new peaks, of course, this month with his ascension to our coveted Tart City Man of the Month spot.

So what gets our motor running about this man? Well, besides the uniforms: the eyes, the smile, the body...the voice. And did we mention the uniforms? But don't take our word for it. See for yourself. Check out DJE in JAG, showing every Tuesday night at 8 PM on CBS or Monday through Fridays on USA at 7 PM. He wears clothing in all scenes to date, regrettably, but we trust you have the imagination to mentally unbutton those uniforms of his. Very slowly and with great elan.....
